Questions

Is that 13" × 5"?
Yes, as listed, the dimensions are 13" from tread to tread, 5" in width, and with a 6" rim opening.
What is the best way to get these tires off and on the wheels?
You'll want to remove the cap from the valve stem and squeeze the tires to remove as much air as possible from them before removing. Then, you may be able to just pull them off the rim by themselves but if you have any trouble, you can also use some tire levers. We have a few tire lever options here: https://www.monsterscooterparts.com/catalogsearch/result/?q=tire+lever

To install new tires, the process will mostly be the same but in reverse. You can start with a tube, try installing it without any air in it at first and if that doesn't work, try inflating it ever so slightly to see if that helps. Once you get the tube on, you'll be able to install the tires - the tire levers will come in handy at this point if you have any trouble sliding the tire over the rim. After you get the tire on, you can inflate the tube to the recommended PSI and reinstall the wheels onto the Go Kart.
This is not a question but I found that using strong "zip ties" to get tires off and on these types of small rims work very well. For the price of those ties, it sure saves you a lot of work.
Thank you for the useful information! We appreciate it!
