How to conduct a test to see if the battery charger is charging, as it stands the unit last approx 1/2 hr after charging before going deed. The unit has two new batteries. What other tests can I perform? Also, how can I be certain that I am selecting the correct replacement?

Even though the batteries are new, it is easiest to start by testing them. You can bring the batteries to an Autozone, Walmart Automotive Center, or Batteries Plus or similar shop and request a Load Test. This test should be a free service, so if they try to charge you, feel free to go elsewhere.
A Load Test result of over 70% would indicate the battery health is good, anything under that would indicate the battery health has been compromised and would warrant replacement.
If the batteries test good, that would indicate the charger might be having some trouble. It would be best to have a trained professional perform the test on the charger, whether that be an electrician or Pride repair technician.
