It is suitable for virtually any scooter or electric power chair that uses the XLR connector port and a 24 volt 1.5 amp battery charging system.
Note: This battery charger is made to be used with Absorbed Glass Mat (AGM) lead batteries only. It is not compatible with Lithium-ion batteries.
There is an automatic shut off for when battery charging is complete. Your charging time on a 24 volt 1.5 amp XLR charger may vary depending on the level of your battery's depletion. All premium quality 24 volt battery chargers are Underwriters Laboratories (UL) Listed. Dry locations only.

Questions
What does XLR mean?
XLR refers to the connection type on the charger. It is going to be round with 3 male pins. This term is used across board with chargers, it is always the same size no matter who makes the charger.
Can it be use on a buzzaround lite model gb107?
You can certainly use this 1.5 amp charger on the Golden Buzzaround Lite. Your battery charger should be between 1.5 and 4.0 amps on those units. A 4 amp battery charger would of course charge the fastest, and this 1.5 amp charger would charge a bit slower. Just ensure that your replacement charger is the correct amperage (1.5-4.0 amps), and has the universal XLR connection. The XLR connection is the silver, round with 3 pin plug that connects to the battery box when charging.
24 Volt 1.5 Amp XLR QL-09005-B2401500H Battery Charger good for Lynx L-3 gell batteries?
It looks like the Lynx L-3 takes an on-board battery charger, so this off-board charger is not recommended for your chair. Item T11-1857 is the correct replacement, and you can check it out at the following link:

Does the charger work with the Golden Buzz Around GB147? The difference I see between this charger and the original one is that the original one has an Output of 1.2A and this one has 1.5A, but the Output is aligned perfectly. Please advise.
Yes, this would be a suitable replacement charger for your Golden Buzzaround GB147. As the amperage is slightly higher than the original charger, it will charge your batteries slightly faster.
Will this charger work for an EVRIDER Transport mini scooter{folding}?
If yours is an EVRider MiniRider scooter with SLA (not lithium) batteries, then yes, this would be a compatible charger for that scooter. Would this charger work for the Drive Medical Spitfire Scout 4? The original charger QILI power model: QCF2401P1A150 input: AC 100-120V 50/60Hz 1.2A Output: 24V 1.5A XLR
Technically yes, but the amperage is lower than what is recommended for the Spitfire scooters. You will want to use one that is 2 amps or higher. The one that is recommended for this scooter can be found using SKU C04-1163.
